Not only rice. Those of the Scotti, Pavia, have become even traffickers rubbish. Worse, the manager of the Lombard, that of the spot, "Dr. Scott", burned illegally waste, including hazardous and harmful, potentially spreading toxic fumes in the air of Pavia and environs. And what remained were sold to the farms and herds of pigs and chickens.
All this for years, at least from 2007 to 2009, and huge quantities, more than 33 thousand tons. These are the accusations that led to the arrest yesterday of George Root, president of Scotti energy and six other people, including two lab technicians, and Marco Baldi Silvia Canevari. The latter, according to the reconstruction of the investigators, would have provided false certificates of analysis attesting to compliance with the law of the refuse derived fuel energy used in the incinerator of the Scotti, who was put attached. Yesterday's, however, could be just the first act of an even wider.
The last of the series, July 5, published by the Republic with a title that says it all: "Scott grains to bits: Rice points to the Web." No waste, then. Even if budgets in hand, it is the garbage, burned, incinerated and converted into energy, to ensure good portion of the profits of the Scotti. But, you know, sometimes the waste does not make the news. Especially when associated with a judicial inquiry that lifts the veil on trades that endanger public health. Then, when the company involved annually invests many millions in advertising, then it is the case not to waste space. Down the curtain, Dr. Scott leaves the scene.
In the beginning was the husk. That is the difference (biological) in the processing of rice, which can be burned to produce energy. That is about ten years ago, Scott built a large incinerator close to the most important plant group in Pavia. Transforming biomass (rice husks) makes it into energy, also because the state (and therefore the citizens who pay bills increased) to buy electricity at prices set by the rules for so-called CIP 6. Pavia from 2005 to 2009 the company had received about 25 million of public money, but do not have their rights. Yeah, because at some point the husk has been partly replaced by all sorts of waste from industrial and municipal centers for the collection of garbage. So the incinerator are finished wood, plastics, packaging, sewage sludge. All rubbish that had concentrations of lead, nickel, cadmium and other metals well above the legal limits.
Apparently, however, no one ever noticed anything until the intervention of the judiciary. And remained still and silent too long the GSE (Electrical Services Manager), that the public entity that buys the energy produced by private individuals for the grid. Only on May 14 last year, the GSE has ordered a review sull'inceneritore. But the first negative result was subsequently corrected in a positive sense. Then go ahead with the incinerator, which has continued to pollute the air of Pavia. Alarms? No, because the smoke control unit malfunctioned and marked values \u200b\u200bso low as to be unbelievable. Apparently, however, to Scott there was no one noticed.
